Diplomacy: Hener 12

To the Free Systems,

I have plans to send a diplomatic mission to Hener 12, they recently lost leadership of the planet and I want to see them back on their feet. I'm sending civilian diplomats to help them organize elections and place the locals back in power. Further, I plan to offer them an alliance of protection.

That said, I'm coming to you with hopes to expand their options. They may decide that becoming a protectorate of a TRILAT ally may not be in their best interests. If they are willing, I would like to negotiate their entrance into the Free Systems on their behalf should they decide that is what they would rather to do.

I just wanted to touch base with your people before I send the diplomats.
