The Quall are withdrawing off the worlds they inhabited. I want to make a pass at one of them. Please tell me if I can or can't follow through with this action.

Though I personally have no problem with you attempting to take one if the planets the Quall are abandoning our treaty with the Iron Republic makes it a bit more difficult.

Though run by the Quall these are technically IR worlds and so protected from us under the treaty and an attack could be viewed as breaking that treaty and of course we wouldn't want to do that. However if the IR chooses not to defend them once the Quall leave it should not be a problem.

In short before taking any action I'd suggest you contact Sector General Deer with an encrypted message and see what the Republics stance on these worlds will be. Deer is usually reasonable so you can most likely work something out. Thats about all the advice I can offer on this.
