Pregame Faction Mission 1- Independent Corporations "Untapped Market"

The planet of Druzi Prime, which has the twin moons of Druzi 1 and Druzi 2, is little more than a volcanic wasteland and thought to be uninhabited. During a battle between the Kasanthian Federation and the Iron Republic, a huge sprawling multi-dome city was discovered at the pole of Druzi Prime.
Owned by the extremely wealthy Diolo Clan, this Xanadu was called Fire Dome City. Doing its proper job as a pleasure palace for the family who have made their wealth in mining, Fire Dome City had entire neighborhoods of Consorts, and their illegitimate children.
It seems the elder patron of the Diolo Clan, Fra Hidoj Diolo, died from a congenital heart defect. The battle occurred right as the elder Diolo was still waiting for his clone to finish growing, and his illegitimate daughter Irene Diolo has attempted a coup de'etat.
It is relatively successful so far, but what are a few hours of a coup.

Irene Diolo is looking to spend significant money on what she feels is a successful direction for her fledgling colony.
This has two different levels of win.

Win 1- Successful Business proposal. Reward: 100K Ghaz

Win 2- Fundamental Shift in society. Reward: Corporate Outstation in Fire Dome City

((Assuming they by off on it I would like to propose a joint contract Blackheart/Maehl/Terranova, as prime contractor assuming its accepted Blackheart Security Solutions gets the outpost. If the others don't want to subcontract then assume those parts are dropped from the proposal))

Dear Irene Diolo,
I want to pass my regrets at your father's untimely passing. In all tragedy there is opportunity. The opportunity you have been presented is a huge one.

Fire Dome City stands at a cross roads. With your father's death Fire Dome City doesn't really make sense any more. I don't like pleasure domes, I'm guessing given your circumstances neither do you.
You have the money to change that. At the same time you are going to need help.

I will be making a number of business propositions to you. Its your choice whether to use my services , which ones, and for how long, however many of them would be looking at an extended timeline to accomplish their goals.

First thing you will need is security, your rule at first will be highly contested. Your entire dome can declare some degree of birth rite. You are going to need a force you can trust to take up security operations and especially provide you with personal protection. I am proposing that a large element of Blackwater Security Specialists deploy to Fire Dome City in order to bolster local law enforcement and provide you with a personal security detachment you can trust.

It is advisable that you split up some of your father's wealth among your people. It will help you legitimize yourself, and the old man was a hoarder anyway, its more money than you and yours could realistically spend in a lifetime. However that's your call, I am merely noting from my personal experience that new rulers need to earn their legitimacy in the peoples eyes.

After your rule stabilizes the number of visible security contractors will draw down to only those needed to train up security and defense forces.

The dome is positioned to be extremely prosperous. The planet has immense mineral wealth as well as being near an incredible galactic phenomena (The temporal worm hole). I propose utilizing both of these boons as well as a number of other initiatives. Diversity leads to prosperity. I am all about autonomy and partnership. People like to feel empowered and like to control their destiny. I will try to make all Blackheart contracts push toward your colony becoming autonomous, with Blackheart Security only providing certain functions indefinitely (For example it makes sense to continue to utilize our services for your personal security).

Mining colonies in the Iron Republic are by and large horrendous places to live and work, however their business model is not the only one that can be successful. I would like to personally give you or one of your trusted confidants a tour of the mining colony owned by Blackheart Security Solutions. I propose changing your economy and reopening the mines again. Mining is hard work but it need not be unsafe. This will likely form the industrial base for your city to thrive. This will require an infusion of equipment and trainers. Blackheart will gladly provide administrative and mining trainers however I will need to subcontract out the equipment acquisition to Maehl holdings. Also moving the ore from planet side to the markets can either be contracted out to Maehl holdings or slightly less efficiently by Blackheart Security. Which ever company you choose to contract with it should be a quarterly contract. Blackheart can also provide a security element for these runs (This would be a set rate based on duration of the trip and return trip and will likely be vastly more efficient than attempting to build an organic escort element). I would propose that you look into acquiring a freighter fleet, as a continuing contract Blackheart can train up crews to give you complete life cycle control of the ore mined on your planet.

Fire Dome City has a lot to offer the tourists, many of your fathers palaces can be made into luxury hotels, the volcanic terrain has much to offer the extreme adventuring tourist, and local flights to view the wormhole are a once in a life time chance for many of the galaxies wealthy. Many of these functions your people already have and can operate. For the wormhole tourism Blackheart can provide security and can quickly procure a luxury ship to provide sightseers with all the luxuries of space. The ship would be likely procured and initially crewed by Maehl Holdings, however Blackheart can fulfill this function at degraded efficiency. As with the mining contract for additional duration of the contract trainers can act to train a crew and transfer full operation. Stellar Security would continue to be maintained by Blackheart Security gunpods.

The final and in the long term most promising proposition is the possibility to attract scientists who want to study the temporal wormhole. I propose constructing a Research station away but connected to Fire Dome City. Blackheart would provide security and some expertise for the construction however this construction would be most efficiently completed by Terranova Industries, however if they are not willing to perform the contract the corporations/empires you want to lease too would likely absorb the construction costs to make it happen. Either way the property should remain under your ownership but be leased out to other groups. I would also be sure to include an education clause. As part of being able to conduct research from the planet the scientists must also lecture and teach in Fire Dome City. While this will bring some extra income into your colony the biggest benefit is intangible. It is tough to overstate the value of education for your populous.

I trust you found the '52 Cabernet Sauvignon to your liking.

I do not wish to disrupt the methodology of my partners within the IC. Instead, I wish to add, where I can, to the benefits that Director Childeen has placed on the table.

Science and tourism are areas that I have a bit of a hand in. I am certainly not the expert in things such as geothermal, nor securities(other than financial). I believe all of IC can benefit from a mutual relationship between ourselves and the House Diolo. We can make Fire Dome City thrive like no other.

My greater worries are the outside threats of Kasanth and Iron Republic. Some of my associates and myself are negotiating the freeing of such reins. It would be loath of us to put hard work into setting an arrangement only to have starfleets come galavanting in and shelling the city into a smoking crater.

I am a man of not insignificant means, Ms Diolo. I have also not seen an issue where money, nor mine or my other associates talents, have failed to sway the much larger masses.
