Creation of the Intergalactic Intellectual Consortium

To the leaders of the EEF and Draco Constellation:

We, of the Free Systems, have had the honor of traversing the Polar Expanse and experiencing the wonders that there are to behold throughout the Polar Expanse. Throughout our travels, serving as conduits of culture, commerce, and goods, we have learned much about the differing perspectives throughout the universe. Our culture has been massively influenced by the disparate cultures throughout the universe, and we have grown as a people as a result of the diversity of goods, thoughts, and cultures.

Though our travels and experiences, we have come to the realization that when you bring diverse methods, approaches, philosophies, and knowledge together current boundaries can be broken, obstacles overcome, and greatness achieved. It is with this mentality that we, of the Free Systems, wish to bring together a consortium of intellectuals from all over the universe to work together for common good. Engineers, academics, researchers, statisticians, scientists, doctors, writers, mystical adepts, philosophers, and all other sources of knowledge and expertise are invited to join this consortium. The purpose of this consortium is to come together to share ideas from all parts of space, work together for common good, and better understand the ever changing environment in the universe.

While the Intergalactic Intellectual Consortium (IIC) will be located in the Free Systems, the knowledge and information gathered from it will be available to all participants of this consortium. In other words, none of the studies, technologies, or advances made by this group will be considered proprietary information. The individuals participating in this consortium will be granted temporary residence in the Free Systems, and protected by our treaties throughout the Universe. As the IIC is sponsored by the Free Systems, their salaries will be paid by local sponsors, and can come and go as they please.

To this end, in the interest of honesty and transparency, we request your permission to recruit within your territory for this endeavor. We hope to begin our work within the next two weeks, and hope you and your leadership in amenable to this endeavor. Should you require any additional information, we will be more than happy to provide it.

The Colony General welcomes your recruitment efforts in the Draco constellation and on Refuge. However you should be aware that due to treaty conditions only members of the EEF are technically allowed travel from and to Refuge. So anyone you recruit will have to sign up and go through basic training however once they complete that they will be placed on a reserve status while they are working with your consortium and their time there will be counted toward their enlisted commitment. If this is acceptable you are invited to begin your recruitment efforts at your earliest convenience.

Dear Ms. Rensom,

I appreciate the Colony General's willingness to participate in this endeavor.

With regards to the planet you refer to as Refuge, which to the rest of the universe under IR law is referred to as Phoebus 4, I cannot directly recruit or interact with its citizens as it is the Penal Colony. I, therefore, completely understand what you say and appreciate the EEF's willingness to assist in this manner. In the next week or so I will confirm the limits of the law as it pertains to managing affairs with Refuge, and will advise how we can recruit on the planet without breaking IR law.

I do wish to mention, however, that there is an entire sector of space under EEF control that is not considered a penal colony. As I am aware, it amounts to hundreds of planets. What, if any, recruitment can occur there?

1500 people of specialized skills have been given special passports to travel to the Intergalactic Intellectual Consortium. The Draco in return has had a boom in Education and a desire to achieve high grades.
