Dear the entire bloody SUARM. Sorry about the SPAM, but we at Unity Consensus Communications Bureau are a bunch of stuck up jerks. We decided to tell you in the most roundabout way possible that we based our evaluation of the functions of your entire section of space independently of any wars the Unity might be engaged in. Because we are so polite.

Anyway, good job! If we started a full scale invasion of your planets and tried to take all of your stuff, we would probably only get 60% of it instead of 90%, counting the value of how much of our stuff you would blow up. This makes a full on war to take your things much less attractive to the group of unimaginative actuarial autistics currently running SUARM strategic discussions. They like to get at least a rating of 65% stuff gained before committing to a new attack.

In their own weird way, the UCCB has congratulated you on how much more activity and development there has been in SUARM space. Considering the short time involved with this turnaround, this is an impressive feat you've pulled!
