Remember Hener 12 has a low pop penalty, unless it got a boost in the last week. It was originally producing at a rate of 1 per week with 60% of production invested. I simply devoted an additional 15% is all.

Production of surge platforms should be closer to 500. Unless you want to scale everything down. Perhaps 10 for every 10% and 100 surge platforms to make a planet elite, plus starting with 200. Up to you.
